The eccentric pop singer/songwriter, 16 years after her debut, plans to release her first album in seven years this summer and tour to support it. Why did it take her so long? It’s not clear. But clearly, she likes it long: Her fourth set follows the pattern set by her second, When The Pawn…, whose full title was an 83-word poem.
